The behavioral health workforce crisis is one of the most pressing challenges facing us today. The demand for mental health services has surged, yet the workforce shortage persists, resulting in unequal access to care and unmet demand. Over the past two years, The National Council for Mental Wellbeing, in partnership with The College for Behavioral Health Leadership and Health Management Associates have been working together to develop a new approach to addressing the workforce crisis. This approach is built upon a collective impact framework designed to unify stakeholders across sectors, leveraging existing recommendations and innovative solutions to tackle the crisis.

Learning Objectives

During this session, attendees will:

    1. Develop an understanding of the current landscape of efforts to address the workforce crisis;​
    2. Explore the application of collective impact pillars to developing collaborative workforce solution;​
    3. Discuss six key workforce priorities to tackle via the collective impact framework;​
    4. Learn about the Center for Workforce Solutions; and​
    5. Identify opportunities to engage in this collaborative opportunity.

Governor Lee, the Tennessee General Assembly, the Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS) and the Bureau of TennCare have taken strides to improve the funding, development and employment opportunities for the public behavioral health workforce. This session will provide an overview of the Public Behavioral Health Workforce Workgroup Report that was published December 2021 and a status update on the recommendations that came out of that report. This session will also address other initiatives that TDMHSAS and TennCare have taken since to bolster the behavioral health workforce.

During this session, attendees will: 

    1. Develop an understanding of the recommendations of the Public Behavioral Health Workforce report;
    2. Build their knowledge of current initiatives that TDMHSAS and TennCare have for the workforce; and, 
    3. Become empowered to take advantage of future opportunities that TennCare and TDMHSAS provide.

General Session 11:30am  | Emotional Intelligence as a Basis for Workforce Recruitment and Retention

Building a healthy workplace culture that successfully recruits and retains goes beyond the common factors (e.g., salary, caseloads). It is about fostering healthy relationships using an emotionally intelligent approach. This workshop will engage attendees in understanding what it means to be an emotionally intelligent leader and how it connects to growing a thriving organization.   

Learning Objectives

During this session, attendees will: 

    1. Explore components of emotional intelligence and how it impacts our relationships;
    2. Identify strategies for engaging and retaining your workplace talent using emotional intelligence strategies; and,
    3. Empower participant leaders to self-examine their styles surrounding emotional intelligence and opportunities for growth and create action plans.

 

General Session 12:45pm  | Technology and Practices: Unlocking Workforce Potential with Innovative Technology Solutions

Providers, plans, even government agencies, do not have the tools to wholistically manage patients inside and outside of the traditional four walls of health care. In this session, we will discuss current examples of technologies, and, conduct a whiteboarding session to collectively discuss the challenges faced by the organizations in attendance.

Learning Objectives

During this session, attendees will: 

    1. Develop an understanding of current issues facing behavioral health providers in terms of technology adoption;
    2. Discuss an overview of current technology examples and how they can be applied in a behavioral health setting; and, 
    3. Be able to articulate hurdles faced by behavioral health providers and their solutions (technology, staffing, process improvement, health plan resources, incentive payments to staff) through whiteboarding session.

SPEAKER:  Jon Ebert, PhD, Associate Professor of Clinical Psychiatry and Behavioral Sciences, Division of Psychology, Vanderbilt University, Nashville, TN

Trauma and resiliency informed leadership is vital in supporting safety, security and learning in mental health organizations. Emerging science in “psychological safety” has found that when organizations are systemically safe, they are the most productive and achieve the best outcomes. This talk will review the critical components of psychological safety and support leaders in being  RARE - (R)Regulated, (A)Attuned, and (R)Responding (E)Effectively - to support organizational wellness.

Learning Objectives:

During this session, attendees will: 

    1. Be oriented to the science of psychological safety and how it connects to trauma informed care;
    2. Learn tools to support their own emotion regulation and attune to organizational needs; and,
    3. Develop an understanding of the importance of effective leadership responses – which include safety and accountability – in trauma informed care.

Drew Castle
Drew Castle is a Pop/R&B singer, songwriter, dancer, performer and musician.
Born and raised in Cleveland Ohio. Drew's journey began at the age of 3 years old playing drums in church and then, at 11 years old, writing his own songs. He plays 5 instruments and produces and arranges music. In 2015 Drew was discovered by catching the attention of top Country/Pop duo, The Florida Georgia Line and signed his first deal. He has had the opportunity to tour with the Florida Georgia Line along-side with Thomas Rhett and has shared stages with artists like Jason Derulo and Sam Hunt. Drews music is inspired by artists like Chris Brown, Justin Bieber, Khalid, Drake, and many more. He recently had the Number 1 most added song on R&B radio and billboard for a song he wrote entitled “Slow” for Tank the r&b singer. Continuing Professional Development

A certificate of continuing professional development for up to 5.25 contact/clock hours will be made available by TAMHO to all participants upon request for documentation of clock/contact hours earned during this conference. Anthony Carter, LCSW-C

Director, National Council for Mental Wellbeing, Center for Workforce Solutions, Washington, DC

Anthony Carter (he/him/his) leads initiatives for advancing the mental health and substance use treatment workforce. Prior to joining the National Council, he served as the data and quality assurance manager for Montgomery County, Md., Child Welfare Services, where he was responsible for agency data collection, analysis and reporting of key performance indicators. He started with Montgomery County as a child protective services social worker investigating child abuse and neglect allegations and is a licensed clinical social worker (LCSW-C) in Maryland. Prior to his career in social work, Carter was a program manager at Public Allies, a national workforce development and social justice nonprofit that advances new leadership to strengthen communities, nonprofits and civic participation.
 
 

Matt Yancey, LCSW, MPA

Deputy Commissioner, TN Department of Mental Health and Substance Abuse Services, Nashville, TN

Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS) Deputy Commissioner Matt Yancey serves as top advisor to Commissioner Marie Williams regarding public behavioral health community programming while providing executive leadership for the Department’s Division of Mental Health Services, Division of Substance Abuse Services, Office of Strategic Initiatives, and administrative support to the Tennessee Opioid Abatement Council. Yancey provides oversight for a $350+ million-dollar annual budget comprising of both state and federal funding. Yancey oversees the implementation 900+ contracts with partnering grantees to provide community-based programs and services across the state of Tennessee, while supporting a team of 100+ staff.

Prior to serving as Deputy Commissioner, Yancey served as Assistant Commissioner for the TDMHSAS Division of Mental Health Services. Previously Yancey served as Director for the Office of Children, Young Adults, and Families with the Georgia Department of Behavioral Health and Developmental Disabilities, as Director for the Office of Adolescent and School Health with the Georgia Department of Public Health, and Director for Success for All Students with Georgia’s second largest school district, the Cobb County School District. Yancey also has extensive experience in child welfare, beginning his career with the Georgia Division of Family and Children Services.

Yancey is licensed clinical social worker and holds graduate degrees in social work (University of Georgia) and public administration. Prior to serving as Deputy Commissioner, Yancey served as Assistant Commissioner for the TDMHSAS Division of Mental Health Services. Caitlin Wright, MSW, LAPSW

Director, Behavioral Health Services, TN Department of Finance and Administration, Bureau of TennCare, Nashville, TN

Caitlin Wright serves as Director of Behavioral Health Services at the Division of TennCare, Tennessee’s Medicaid agency. Caitlin is a licensed advanced practice social worker and holds a Master’s degree in social work from Boston University. Caitlin has over 20 years’ experience working in the behavioral health field working in a variety of different settings from inpatient psychiatric hospitals, outpatient mental health clinics, health plan, and state departments. Caitlin’s first role in state government was with Tennessee Department of Mental Health and Substance Abuse Services in the Office of Housing and Homeless Services and she has previous experience at TennCare in Long-term Services and Supports where she contributed to the oversight and implementation of Employment and Community First CHOICES.

 

Victor Wu, MD, MPH

Chief Medical Officer, TN Department of Finance and Administration, Bureau of TennCare, Nashville, TN

Victor serves as the Chief Medical Officer for the TN Division of TennCare, the state’s Medicaid Agency. At TennCare, Victor leads the medical office to ensure quality and cost-effective delivery of medical, pharmacy, and dental services to its members. He also supports payment reform and practice transformation initiatives across the agency. Prior to joining TennCare, Victor worked at Evolent Health as Vice President for Clinical Transformation and Medicaid Strategies where he led provider groups and health systems to implement value based population health redesign. In 2013, Victor served as a White House Fellow to the Secretary of Health and Human Services working on ACA implementation, delivery system reform, and addressing social determinants of health. Victor is a board certified Internist who completed his Internal Medicine Primary Care Residency, Chief Medical Residency, and practiced as an attending physician at Emory University and Grady Memorial Hospital. He still practices clinically as an internist in the Veteran’s Affairs Health System. He is originally from Tennessee and completed his undergraduate studies at Vanderbilt University.

 

Cooper-Lloyd, MD, MPH

Associate Medical Director, TN Department of Finance and Administration, Bureau of TennCare, Nashville, TN

Cooper is an Associate Medical Director for TennCare, Tennessee’s Medicaid Agency. At TennCare, Cooper leads strategic TennCare clinical initiatives and policy development within the Chief Medical Office, with a focus on behavioral health and social determinants of health. Prior to joining TennCare, Cooper worked at Vanderbilt University Medical Center as an Assistant Professor of Internal Medicine/Pediatrics, practicing primary care and teaching within the medical school. She also served as a Medical Director of Shade Tree Clinic, Vanderbilt’s student-run free clinic. Cooper completed her clinical training in the Johns Hopkins Internal Medicine/Pediatrics Urban Health Residency Program. In 2014, she was a Zuckerman Fellow in the Center for Public Leadership at Harvard Kennedy School.

 

Michael T. Sandwith, MA

Managing Principle, HMA Health Management Associates

Michael T. Sandwith has nearly 40 years of experience developing, implementing, and managing solutions for healthcare companies, health plans, providers, and startups. He has experience in value-based programs, maternal and child health, alternative payment methodologies, high-risk populations, program and service creation, pilot studies, managed care, and strategic marketing.

Prior to joining HMA, Michael worked in the Medicaid, Market Place, Medicare Advantage, and commercial markets with other healthcare companies. He provided leadership and solutions in the areas of episodes of care and bundles, specialty telemedicine solutions, accountable care organizations, managed care contracting, post-acute care, centers of excellence, chronic care, value-based models of care, cost reduction initiatives, and care coordination.

Michael has periodically presented on healthcare topics: the value proposition and alternative payment models for midwifery, risk-based reimbursement models for home health, improving perinatal outcomes through digital health solutions, episodes of care-improving quality metrics and lowering costs, improving member engagement and care coordination, and empowering providers through health IT.

Michael received his Master of Business Administration from Robert College and his bachelor’s degree from Lindenwood University. He is an honorably discharged U.S. Army veteran.

Michael enjoys traveling with his family and is a loyal supporter of the University of Tennessee.

 

Carl Mueller, MHA

Senior Consultant, HMA, Nashville, TN

Carl Mueller is an experienced data and policy analyst with a strong understanding of and interest in healthcare delivery systems, Medicaid, health reform, and value-based payment programs. Prior to joining HMA, he served as an episodes data scientist on the Episodes of Care program in the Strategic Planning and Innovation team within the Division of TennCare. In this role, he led technical implementation and evaluation of the Episodes of Care program and served as the subject matter expert on all episodes of care content and methodologies. In addition to this role, he has experience on cost estimates and financial modeling, most recently showing the fiscal impact of the program. Prior to TennCare, he served as a policy analyst at the Hilltop Institute at the University of Maryland, Baltimore County. In this capacity, he provided technical assistance to the state Medicaid agency on the Affordable Care Act, helped estimate the financial impact of the Medicaid expansion for Maryland and New Mexico, assisted in annual evaluations of Maryland’s Medicaid program (HealthChoice), and co-wrote policy briefs as part of the Hospital Community Benefit Program. He served as a summer research associate with the Congressional Research Service, within the Health Insurance and Financing Section. He provided support for member briefings, policy papers, memorandums, and section-by-section analyses of health reform legislation. Mr. Mueller earned his master’s degree in management with a health administration focus from the University of Maryland, University College and his bachelor’s degree in management from the University of Texas at Arlington. He is pursuing his PhD in public administration from Tennessee State University. 

 

Jennifer Hodgson, PhD, LMFT

Principle, HMA Health Management Associates

Jennifer Hodgson is a licensed marriage and family therapist who maintained a private practice and taught in higher education for 24 years prior to joining HMA. The scope of her experience in higher education training environments includes medical education, resident training and fellowship programs (i.e., family medicine, internal medicine, psychiatry), as well as family therapy and medical family therapy master’s and doctoral programs. She co-developed the first Medical Family Therapy doctoral program in the nation and served as major professor to 21 doctoral students during her tenure at East Carolina University.

During her tenure in higher education, she also developed a strong skillset in helping training programs prepare for, apply, and maintain their professional accreditation and certifications. She has expertise designing, innovating, and delivering integrated care in primary, secondary, and tertiary care contexts.

One of Jennifer’s longest consulting contracts (17 years) was focused on developing policies and workflows for sustaining an integrated care model for a multi-clinic Federally Qualified Health Center (FQHC) with a large Latino population. Additional
